All manuscripts must be submitted online through the COEPCON 2027 Microsoft Research Paper Submission Portal (CMT). Authors are advised to complete the submission process well before the deadline to avoid last-minute technical issues. The Microsoft CMT service was used for managing the peer-reviewing process for this conference. This service was provided for free by Microsoft and they bore all expenses, including costs for Azure cloud services as well as for software development and support.

ongoing developments.

All registered and presented papers will be submitted to IEEE Xplore for possible publication subject to fulfilling the IEEE eligibility criteria
- Paper Submission Guidelines
Prospective authors are invited to submit their manuscripts using the provided template and submission portal while adhering to the following guidelines:
- Manuscript Length: Up to 6 full pages, including the title, authors, affiliations, figures, and references (maximum file size: 2MB). Additional 2 pages are allowed with an extra fee.
- File Format: Only PDF submissions are accepted.
- Plagiarism Check: Submissions will be checked for plagiarism, and papers with a similarity score of 20% or higher may be rejected without further review.
- Double-Blind Review Policy
IEEE COEPCON 2027 follows a double-blind review process. This means that the identities of authors and reviewers remain anonymous throughout the review.
Authors must remove all names, affiliations, and any identifying information from the manuscript. References that could reveal the authors’ identities should also be avoided.
- PDF Preparation Requirements
Authors must use appropriate tools to generate a PDF file containing only scalable fonts, with all fonts fully embedded. Embedded images must not contain transparent pixels or alpha channels, as this may cause display or printing issues. Additionally, the PDF file must not have Adobe Document Protection or Document Security enabled.
- Guidelines for Artificial Intelligence (AI)-Generated Content
If artificial intelligence (AI) tools are used to generate any part of the paper—including text, figures, images, or code—this usage must be clearly
disclosed in the Acknowledgments section. Authors must specify the AI system used, identify the sections influenced by AI-generated content, and briefly explain the extent of AI involvement.
The use of AI tools for basic editing or grammar correction is considered common practice. In such cases, disclosure is recommended but not mandatory.
- Plagiarism Policy
In accordance with IEEE policies, plagiarism in any form and at any level is strictly prohibited. The conference reserves the right to reject any manuscript found to have a high level of plagiarism, even after registration, without refund.
- Publication Requirements
For accepted papers to be included in the conference proceedings and considered for inclusion in the IEEE Xplore® Digital Library, the following conditions must be met by the specified deadline:
- Submission of the final version of the paper.
- Transfer of copyright to IEEE.
- At least one author must register for the conference with a full registration.
- The paper must be presented at the conference.
